초고령 사회 일본에서 고령자의 보람 취로를 위한 정책과 실천의 사례 연구

국문 초록 (Abstract)

본 연구는 한국의 고령자복지의 문제해결에 대한 방안을 고령자의 일 참여의 관점에서 제기하고자 하였다. 고령자 복지와 관련하여 평생교육에서도 다양한 문화 여가 학습 볼런티어 활동등에 대한 연구 및 실천은 확대되고 있다. 그러나 본 연구에서는 장기화 하는 노년기의 삶을 체계화 하는 데 있어 위와 같은 활동이상으로 노년기의 취로의 의의가 크다고 생각하여 조사한 것이다. 그리하여 현재 초고령사회를 맞이한 일본에서 고령자의 일참여의 기회를 정책과 실천에서 사례를 조사하였다.
본 연구에서는 고령자의 일을 경제활동보다 삶의 의미나 행복에 주안을 둔 보람취로를 토대로 하여 국가정책과 지자체 정책 그리고 민간의 실천을 조사하였다. 일본의 보람취로에 대한 연구는 연구자가 몇 년간 축적이 있어, 국가 정책은 기존의 실버인재센터에 관한 연구성과를 재고찰하였다. 지자체 정책은 새로운 사례로서 지바현의 가시와시 도요시키다이의 사례를 사업보고서를 토대로 하여 고찰하였다. 민간의 실천사례로서는 30년이상의 역사를 가진 고령자 기업인 오가와노쇼를 현지 방문하여 시찰하였고 고령자 인터뷰를 통하여 일의 의미와 행복한 노화와의 관련성을 살피어 보았다,
본 연구의 결과, 고령자의 일은 일본의 고령자 일 지원에서도 그리고 고령자의 내적 반응에 있어서도 행복한 노화에 깊이 관련이 있었다. 이러한 고령자의 보람 취로의 특징에는 사회적 교류, 일을 통한 활동의 의미화 및 정체성의 확립 등의 특징이 보여졌다. 그리고 지원에 있어서도 국가 정책이나 지자체 정책이나 민간의 실천에 있어서나 위와 같은 고령자의 보람취로의 특징을 반영하고 있었고 특히 농업, 교육 및 양육, 케어, 식물공장, 전통문화의 분야에서 이러한 지원이 있음을 알 수 있었다.
