    The purpose of this study is to explore the content of family welfare - family policy and family welfare services - in Korea. First of all, some definitions of family welfare was examined. And then the overall-all review of family policy and family welfare services in Korea including income transfers(social insurance, family allowances, public assisstance, tax policies), the laws affecting family life and family welfare, health care programs(health insurance, medicaid), parenting policies(paid leaves from employment following child birth and during children's illnesses), child-care policies( child care services, subsidies), elder-care policies(elder care services, subsidies), personal and social services focused on the family as a whole and each family member was presented.
    The major results are as follows. First, family welfare of Korea seems to be fragmented and categorical responses targeted on delineated family problems and family members rather than holistic policy responses targeted on the enhancement of family functioning. Second, recent family change in Korea such as decline in birth rate, rapid growth of older population, increase of family dissolution, increase of women's labor force participation, etc has proposed problems for both families and government but has not assured appropriate responses. Some family policies and family welfare services are responsive to family change, some are not. In other words, government seems to be somewhat slow and even reluctant to take responsibility for family welfare. However, the state should attend demographic and social trends suggesting changes in the family as an institution as well as changes in the roles of family members and take more initiative in generating family policies and family welfare services in Korea.
