주요국의 학술연구지원 시스템 연구

국문 초록 (Abstract)

본 연구는 주요 선진국들의 학술연구지원시스템을 분석하고 조사하는 연구이다. 연구내용은 주요 국가들의 학술연구지원 정책, 행정시스템, 사업 현황, 선정평가시스템, 사업관리운영 등을 포함한다. 먼저 학술연구지원 정책은 국가 전체적 차원과 부처별로 어떤 학술연구지원 정책이 있고 정책의 추진 방향 및 우선순위 등을 분석하였다. 특기 기초연구 분야의 학술연구지원 예산 및 투자 현황을 중심으로 분석하였다. 둘째, 해당 국가들의 학술연구지원 행정시스템을 분석하였다. 여기에는 학술연구지원 정책결정체계와 연구지원기관의 사업집행 체계가 포함되었다. 셋째, 학술연구지원 사업의 현황에서는 학술연구지원사업의 내용, 연구비의 규모 및 성격, 학술연구지원의 추이 등을 분석하였다. 넷째, 연구지원기관의 연구과제 선정 및 평가시스템에서는 심사위원 선정 및 운영, 연구과제 심사과정과 방법, 과제평가 기준 등을 분석하였다. 마지막으로 연구지원기관의 사업관리 및 운영 부분에서는 학술연구사업 관리, 연구계획서 신청과 심사 등의 내용이 포함되었다.

다국어 초록 (Multilingual Abstract)

This project focuses on surveying and anlyzing the academic research support system of major countries. Research scope includes various subjects such as academic research policy, administrative system, program areas and status, review system, project management, etc. First, academic research policy touches on the issue of what kinds of policies exist at a nation's level as well as a department' level. Core policy direction and priority are also analyzed. Special attention is paid to budget and investment in basic research. Second, the analysis of administrative system covers such areas as policymaking sysem and program implemention system. Third, program areas and status analyzes the contents of programs, the size and purpose of research funds, the trend of research support. Fourth, proposal review system at program agency is analyzed with major focus on peer reviewer selection, review process and method, proposal evaluation criteria. Finally, as to program managment and operation, the whole process of project management including RPF, final report submission, financial management is analyzed.
