This study compares and analyzes the cases of Yonago City, Tottori Prefecture and Ito City, Shizuoka Prefecture in Japan to explore the requirements for the success of renewable energy development projects at the basic municipal level. Faced with the threat of local extinction, local governments in Japan are promoting renewable energy development projects in various ways to participate in the national goal of carbon neutrality by 2050 while also creating positive effects on local economic revitalization. Yonago City is a success story where local governments and private companies collaborated to build a “localization of energy production and consumption” model, designed to circulate economic benefits within the region. Ito City, on the other hand, is an example of a failed renewable energy development due to local opposition, administrative confusion, and policy disagreements among the municipalities involved. By comparing the two cases, this study argues that the key to the success of renewable energy development projects is the creation of a “circles of compensation” that links various local actors. The study also suggests the following policy implications for local governments in South Korea facing similar situations. First, it is important to establish a collaborative governance system between local governments and private companies. Second, local residents should be involved as a stakeholder, not just consumers, and structures should be put in place to share economic benefits. Third, policy coordination and cooperation among administrative authorities is essential. Fourth, a customized energy transition strategy that takes into account local characteristics and economic structure is required.
