지방도시 GIS사업의 성공을 위한 효과적인 추진방안 = 목포시를 중심으로

This paper aims to review current application of GIS and suggest effective strategies for the successful GIS implementation in Mokpo City from an institutional manner. This paper is made up of three main sections: literature review of GIS in local city, current adoption and application of GIS in Mokpo, and effective strategies for the successful GIS implementation in Mokpo.
Geographic Information Systems (GISs) can facilitate the coordination and integration of government activities related to geographic data, which traditionally take place within specific policy sectors or geographic areas. GISs are used by many local cities in Korea. A major initiative for the application of GIS in conjunction with Mokpo City Administration started in the early 2000s. Mokpo City Government (MCP) has revealed its limited capacity to go ahead with their GIS plans due to a lack of financial resources and understanding in its organization and the arrangement of existing data. GIS implementation in MCP has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conducting model system developments. The effective strategies for the successful GIS implementation identified include a decision of GIS introduction priority, construction of GIS database, development of GIS softwares, organization of a GIS task force, study on the GIS construction modal-building, diffusion of friendly response to GIS, and reserving finance of GIS in Mokpo City, Korea.
