Status and Improvement Plans for Child Welfare Institutions

This study suggests improvement over child welfare institutions in Korea with investigation of their current condition and the problems. We found that the institutions need to be reformed over their facilities to meet children's various needs and also they requires to have more capacity not just for overseeing them but helping them develop good personality, emotion, and sociality; most educational programs they provide are short-term periodic and indiverse. Those problems seem to be cause by poor working environment of institutions and by insufficiency of government financial support. We suggest that the child welfare institutions should reduce the scale, make diverse programs, build social network with local community, improve work environment and have continuous supervision on their facilities.

국문 초록 (Abstract)

본 연구는 아동복지시설의 현황 및 문제점과 개선 방향을 알아보고 향후 아동복지시설에 대한 발전 방안을 제시하고자 한다. 아동복지시설의 문제점을 살펴보면 기존의 시설을 현대적인 시설로 전환하여 아동의 다양한 욕구를 충족시킬 수 있어야 하며, 단순한 수용 공간으로서의 시설이 아닌 생활공간으로서 아동의 성격형성, 정서, 사회성 등에 긍정적인 기능을 할 수 있는 양육과 보호가 될 수 있는 시설이어야 한다. 또한 시설에서 아동을 위해 제공되는 프로그램들이 보호아동의 특성에 맞추어 이루어지지 않고 일회성 프로그램이 대부분을 차지하였으며, 시설종사자의 열악한 근무환경과 아동에게 풍족한 서비스를 제공하기 어려운 점의 한 요소로는 국가의 지원 부족을 꼽을 수 있었다. 아동복지시설의 개선 방안으로는 시설의 소규모화, 프로그램의 개발, 지역사회와 네트워크 구축 시설종사자의 처우 개선과 지속적인 시설 평가를 들 수 있다.
