바람직한 시장경제질서의 확립을 위한 범(凡) 사회과학 연구

국문 초록 (Abstract)

본 연구팀은 시장경제질서의 근간을 지탱하는 정책 및 법제도에 대한 범 사회과학 융합연구를 지향하며, “현대경제의 융통합화와 경쟁정책의 합리적 발전”에 대한 연구를 수행하였다. 현실 경쟁정책의 큰 도전으로 부각되고 있는 융통합화 현상에 대한 다양한 분석을 통해 경쟁정책의 틀을 형성하는 법제도 중 경직적인 부분에 대하여 신축성(flexibility)을 부여하고, 법제도의 틀 안에서 경제분석에 기반한 ‘재량(discretion)’을 행사할 수 있는 실용적인 방안모색을 목표로 삼고 연구를 진행하였다.
이러한 주제를 산업별 접근과 경쟁정책별 접근의 두 가지 범주로 구분하여 총 9개의 세부연구 주제와 3개의 공동주제를 추가하여 연구활동을 진행하였다. 그 결과 18편의 논문이 게재되는 성과를 얻었는데, 이 중 SSCI급 저널에 1편, 국내 등재(후보)지에 15편이 실렸다. 또한 4편의 저서 출판에 참여하는 등 사업계획 목표대비 244%의 연구실적을 거두었다.
이와 같은 결과는 학문적‧사회적으로 방송·통신, 전기 및 IT 등 최근 융통합화가 급속도로 진행되는 산업에서 새롭게 제기되는 경쟁정책적 이슈를 명확하게 제시함으로써 향후 이들 산업에 대한 경쟁법 및 정책을 주제로 하는 법학, 경제학 및 정책학적 연구의 출발점으로서 방향을 제시하였다. 또한 본 소형사업단은 학제 간 융합 및 집단연구를 통해 연구결과가 실제 경쟁정책의 기획 및 법집행 과정에 활용될 수 있도록 융통합 시대와 관련된 경쟁정책의 실용적 발전을 추구하였다는 점에서 큰 의의가 있다.

Our research team focuses on widespread social science studies of Korea’s legal system and policies supporting the foundation of market economy order and have, therefore, conducted research on the topic of “Convergence and Integration in a Modern Economies and Rational Development of Competition Policy.” The aim of this research is to increase flexibility of the current law system founding the competition policy by conducting various research relating to the integration phenomenon which poses a challenge to the present competition policy and to seek for practical solutions which allows the exertion of discretion based on economic analysis within the framework of the legal system.
The subject is distinguished by two viewpoints—an industrial approach and a competition policy approach—and comes with 9 detail research fields and 3 joint topics. As a result, we have published 18 research papers, including one in a SSCI journal and 15 in authorized local journals. Furthermore, our research team participated in 4 book publications and achieved a 244% research result rate based on our project goal.
