국가정책에 기반한 성공적인 지적재조사 추진 전략 = How successfully to advance on Cadastre reform based on a national policy

국문 초록 (Abstract)

지적재조사사업이 100년간의 일제 잔재를 청산하는 중요한 사업임에도 불구하고 복합적인 이유로 인하여 사업추진이 원활하지 못하다. 이에 박근혜 정부의 국정정책기조인 「정부 3.0」에서 지적재조사사업에 적용 가능한 최적의 중점추진과제로 "정부 내 칸막이 해소"를 선정하였다. "정부 내 칸막이 해소"를 기반으로 지적재조사 사업지구를 도시지역, 도시계획지역, 농촌지역으로 나누어 각 지역별 정부부처 또는 공공기관 등과의 협업체계를 통해 시너지를 창출할 수 있는 방안을 제시하고, 이를 통한 기대효과를 도출하였다. 본 연구는 지적재조사사업을 지적분야만의 과제로 인식을 하던 기존의 인식을 넘어 관계부처와의 협업을 통해 성공적인 사업추진을 위한 방안을 제시하는데 의의가 있다.

다국어 초록 (Multilingual Abstract)

Cadastre reform is the more important because this is the project to clear away the remnants of Japanese colonialism. However, it can't go on smoothly because of complex causes. So, the available promotion work to Cadastre reform was singled out through Government 3.0, the keynote of policy in the Park administration. For example, there are the ways to create synergy in the use of the regional cooperate system with government ministries and public institutions. The paradigm of modem society should be reflected based on "removal of screen in the government", the central promotion work. it is relevant that this study proposes how Cadastre reform, implemented as a national enterprise by the special rules for Cadastre reform, successfully will advance with the cooperate system with government ministries, overcoming the public awareness that Cadastre reform is only the task in the intellectual field.
