미국의 1990년대 대외경제정책 및 통상정책 메카니즘 고찰 = U.S. External Economic Policy and Trade Policy Mechanism in 1990's

국문 초록 (Abstract)

미국의 해외시장 개방 요구는 1990년대이래 지속되고 있으며 2000년대 들어서도 대외통상압력이 줄어들고 있지 않다. 특히 미국은 세계 제 1의 경제대국일 뿐만 아니라 한국의 제1 교역상대국으로서 한미 양국의 경제 및 통상관계는 매우 중요하다. 한국의 대미 수출이 정치적 영향력이 강한 소수의 품목에 편중되어 있기 때문에 미국의 경기변동과 정치적 상황의 변화에 민감하다. 따라서 우리 나라는 향후 원만한 미국과의 통상관계를 유지하기 위해서는 1990년대이래 미국의 대외경제 및 통상정책의 성격과 통상정책의 결정 메카니즘을 유기적으로 분석하는 것이 필요하다. 그리하여 미국 의회를 비롯한 통상정책결정기구들과의 협의채널를 살펴본 후 향후 대미 경제 및 통상관계를 재정립해야 된다.

다국어 초록 (Multilingual Abstract)

This paper investigates the U.S. external economic and trade policies, and determination mechanism in 1990's. Korea has been an important trading and investment partner of the United States and vice versa. The U.S. government efforts to make the free and fair trade policies to cut the U.S. trade deficit. Thus the U.S. government tries to strengthen the trade barriers as well if the partner country violates the free trade principles. Also the U.S. tries to establish regional trade agreements to facilitate its exports to foreign countries. Despite GATT/WTO Article 24, the U.S. has used the Spuper 301, Special 301, and several commercial laws and rules against the trade partner countries. To understand the U.S. commercial policies, we have to know the determination mechanism of trade policies.
