부산해양스포츠 활성화 정책의 비판적 검토와 새로운 방향 탐색

국문 초록 (Abstract)

본 연구는 부산시 해양스포츠 활성화 정책의 문제점을 밝히고 그에 따른 개선방안을 제시하는데 그 목적이 있다. 따라서 해양스포츠시설인프라의 운영실태와 부산시정책보고서 등의 문헌검토, 해양스포츠 참여자, 민간사업자, 해양스포츠관련 대학전문가와의 인터뷰를 진행, 다각도의 측면에서 분석을 시도하여 새로운 방안을 제시해 보고자 하였다. 그 결과, 부산 해양스포츠의 실태와 문제는 크게 다섯 가지로 나타났다. 첫째, 지자체에서 운영되는 수영만요트경기장은 지자체의 미흡한 관리로 인해 시설이 낙후되고, 계류장의 운영이 비효율적으로 이루어지고 있었다. 둘째, 몇몇 마리나 시설은 위치·시설이 타당하지 않아, 공사가 중단되고, 운영이 되지 않고 있는 형편이었다. 셋째, 해양스포츠센터는 사업자가 또 다른 사업자에게 외주를 주는 이른바 ‘전전세’라는 퇴행적 형태로 운영되고 있었고, 그로 인해 해양스포츠 활성화라는 취지의 퇴색되고, 국가지원금이 낭비되고 있었다. 넷째, 마리나는 민간투자자에 의해 운영이 되면서 특정 마리나들은 사유화되고 부동산 투기, 상업시설위주의 건물운용 등 마리나의 기능을 상실하고 있었다. 다섯째, 몇몇 해양스포츠센터는 운영상 인원부족, 불충분한 급여지급, 운영장비렌트 등의 문제로 인해 강사전문성과 서비스질이 약화되고 있었다. 그리고 이러한 부산시 해양스포츠 활성화의 문제에 대한 방안은 세 가지로 나타났다. 첫째, 해양스포츠시설을 계획하는데 있어 처음부터 철저한 예비타당성 조사를 실시하여 문제를 미연에 방지한다. 둘째, 민간투자방식에 대한 검토와 수정을 실시하고 사후관리도 강화하여 과도한 상업화, 공공성 상실의 문제를 방지한다. 셋째, 해양스포츠시설에 대한 실태조사를 지속적으로 실시하여 현실이 반영된 지원정책을 실시한다. 결국, 이러한 대안이 이루어진다면 부산의 해양스포츠 활성화는 보다 빨리 진행될 수 있을 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

This study is to figure out problems of a marine sports activation policy in Busan-si and suggest improvement plans. Therefore, I would like to suggest new plans by trying analysis from various angles such as reviewing literatures including management conditions of infrastructure of marine sports facilities, a Busan policy report, etc. and interviewing with participants of marine sports, private business and experts from universities related to marine sports. As a result, real conditions and problems of Busan marine sports are largely divided into five. Firstly, swimming yacht sports arena operated by a local government has old facilities and its moorings have been inefficiently operated due to insufficient management by a local governmen. Secondly, several marina facilities are located in inappropriate places and have inappropriate facilities, so their constructions have been stoped and they have not been operated. Thirdly, a marine sports center has been operated in a recessive way that a business outsource to other business, so called ‘sublease on a deposit basis’, so its purpose of marine sports activation has been vitiated and the government support fund has been wasted.
