    본 연구는 한국의 보성군과 중국의 우저우시의 차 산업을 사례로 들어, 6차산업화된 양국의 차 산업을 비교·분석하고 상호 학습하며 참고할 수 있는 시사점을 도출하는 데에 목적을 둔다.

    이러한 연구 목적을 달성하기 위해서 본 연구에서는 기존의 연구 성과를 바탕으로 각종 정부의 보고서와 통계자료를 이용하고, 현장답사, 정성분석법, 문헌연구법 등의 연구 방법을 사용했다. 연구의 주요 내용은 다음과 같다.

    먼저 서론에서 연구 배경과 목적, 연구방법을 설명하고, 연구 지역의 선정 이유와 지역의 지리적인 배경을 서술하였다. 6차산업 첫째 부분에 해당하는 Ⅱ장은 한국과 중국의 6차산업  발달과정을 자세히 살펴보았다. 특히 양국에서 6차산업이 추진되는 이유, 정부 정책, 담당 기관 등을 고찰하고, 6차산업의 문제점과 해결방안 등을 분석하고 비교하였다. Ⅲ장은 6차산업의 사례로, 한국의 보성군과 중국 우저우시(梧州市)의 차 산업을 비교하였다. 6차산업인 차 산업을 1차·2차·3차산업으로 구분하여, 1차 산업인 차 농사의 지리적 요소와 전개 과정, 2차산업인 가공업 현황, 3차산업인 판매과정과 관광사업의 발달 등을 살펴보았다. Ⅳ장은 결론으로 연구의 요약과 한계 및 시사점을 제시하였다.

    연구의 결과로 다음과 같은 몇 가지 시사점과 개선 방안을 도출할 수 있었다.

    첫째, 중국의 ‘농촌1·2·3차산업융합발전(農村一二三次產業融合發展)’은 한국이 시행하고 있는 ‘6차산업’과 조금 다른 것으로 보이나, 거의 그 내용이 유사하며 서로 긴밀한 관계가 있다. 한국은 현재 비교적 완전한 6차산업 법률 체계를 갖추고 있으나, 중국은 아직 6차산업의 초기단계에 있어 체계적인 법률을 만들어야 한다. 한편으로 한국은 6차산업 법률이 체계적이고 잘 정비돼 있지만 지역 특색 산업클러스터에 대한 정책 지원이 부족하다. 보성군 차 산업이 더욱 발전하려면, 정부의 전문적인 정책 지원이 있어야 한다.

    둘째, 양국이 6차산업을 시작한 경제적·사회적 배경은 비슷하다. 그리고, 양국 모두 도시와 농촌의 큰 빈부 격차, 심각한 농촌 고령화, 인구 감소 등의 문제에 직면해 있다. 이에 따라 한국은 귀농귀촌 정책을 실시하고 중국은 귀향입향 정책을 추진함으로써, 모두 6차산업을 위한 농촌의 인구를 늘리는 정책을 실시하고 있다. 하지만 두 나라는 농촌으로 돌아가는 인구의 귀향 목적이 다르다. 한국의 경우에  귀농·귀촌하는 도시민들은 전원 생활에 대한 희망과 함께 도시 생활의 스트레스, 생활의 어려움 등을 이유로 귀농·귀촌을 실천하지만, 농촌에서의 적응이 어려워 다시 도시로 되돌아가기도 한다. 반면 중국 귀향 인구는 연령과 직업 분포가 다양하며, 국가 농촌진흥정책에 부응하고 창업과 생계 목적으로 귀향하는 경우가 많기 때문에 중국 농촌에 새로운 활력과 기술을 불어넣어 6차산업 발전을 이끌 수 있다. 따라서 한국은 더 다양한 귀농·귀촌 인력이 농촌으로 유입되고 이들이 6차산업과 유기적으로 결합할 수 있도록 하는 정책을 추진해야 한다.

    셋째, 차 산업에 있어서 한국과 중국은 모두 2차산업으로서의 차 가공 제품의 종류가 적어서 바쁜 일상을 살고 있는 현대인의 수요에 부응하지 못하고 있으며, 3차산업에 속하는 관광업도 서비스 시설, 민박 시설, 교통 등에 문제가 많다. 6차산업으로서 차 산업의 발전을 위해서는 관광 인프라를 개선하는 동시에, 지역 브랜드를 구축하기 위해 지역의 자연자원과 문화자원을 잘 활용하여 독특한 지역문화와 생활방식을 창조함으로써 관광객을 유치해야 한다.

    This study aims to draw implications for comparing, analyzing, learning, and referring to the tea industry of Boseong-gun in Korea and Wuzhou in China.
    In order to achieve this research purpose, this study used various government reports and statistical data based on existing research results, and used research methods such as field trips, qualitative analysis, and literature research methods. The main contents of the study are as follows.

    In the introduction, the research background, purpose, and methodology are explained, and the reasons for selecting the research area and the geographical background of the area are described. Chapter II, the first part of the study, examined the development of the 6th industry in Korea and China in detail. In particular, it examined the reasons for the promotion of the 6th industry in these two countries, government policies and institutions in charge, and analyzed and compared the problems and solutions of the 6th industry. Chapter III compares the tea industry in Boseong County, South Korea, and Wuzhou City, China, as a case study of the tertiary industry. By categorizing the tea industry into the primary, the secondary, and the tertiary industries, we examined the geographical factors and development process of the primary industry, tea farming, the status of the secondary industry, processing, and the development of the tertiary industry, sales and tourism. Chapter IV concludes with a summary of the research, its limitations and implications.

    As a result of the study, we were able to draw several implications and suggestions for improvement.

    First, China's "rural primary, secondary, and tertiary industry convergence development" seems to be slightly different from Korea's "sixth industry" program, but they are largely similar in content and have a close relationship with each other. While South Korea currently has a relatively complete legal framework for the sixth industry, China is still in the early stages of the sixth industry and needs to create a systematic law. On the one hand, South Korea has a well-developed and systematic legal framework for the sixth industry, but it lacks policy support for localized industry clusters. For the tea industry in Boseong County to develop further, it needs specialized policy support from the government.

    Second, the economic and social backgrounds of the two countries are similar. In addition, both countries are facing problems such as a large urban-rural gap, severe rural aging, and population decline. In response, both countries have implemented policies to increase the rural population for the sixth industrial revolution, with South Korea implementing a homecoming policy and China promoting a homecoming policy. However, the two countries differ in the purpose of returning to rural areas. In the case of Korea, urbanites who return to the countryside do so because of the stress and difficulty of living in the city, with the hope of living in the countryside, but they often return to the city because of difficulties in adjusting to life in the countryside. On the other hand, China's returning population is diverse in age and occupation, and they often return home for entrepreneurship and livelihood purposes in response to the national rural promotion policy, which can inject new vitality and skills into rural China and lead the development of the sixth industry. Therefore, South Korea should pursue policies to attract a more diverse rural workforce and allow them to integrate with the sixth industry.

    Third, in the tea industry, both Korea and China have a small number of tea processing products as a secondary industry, which does not meet the needs of modern people living busy lives, and the tourism industry, which belongs to the tertiary industry, has many problems with service facilities, bed and breakfast facilities, and transportation. 6To develop the tea industry as a tertiary industry, it is necessary to improve tourism infrastructure and attract tourists by creating a unique local culture and lifestyle by utilizing local natural and cultural resources to build a local brand.
