It is difficult to predict at this very moment whether we will witness peace between the United States and North Korea. We can only reach a conclusion that provides a number of possible scenarios. The reason for this is because the broader trend, at the structural and national policy level, currently does not allow for accurate predictions about the future. Instead, US-DPRK relations are being dictated by a summit between two personalities in President Trump and Kim Jong-un.
With less than a month left at the time of this writing, the US-DPRK summit and its results are impossible to predict due to the unpredictability of the two individuals’ approach to the negotiation. Of course, the results will be dictated by President Trump and Kim Jong-un’s determination towards denuclearization and will take the form of one of the four scenarios that I provide in this paper. However, it is difficult to predict which of the four scenarios is more likely take place.
Paradoxically, the biggest concern from the American side in the aftermath of the inter-Korean summit is the possibility that while Kim Jong-un is still not committed to denuclearization, President Trump may be happy to offer a package that only amounts to a political success. Rather than pressuring Kim to the point where Kim refuses the deal, President Trump, influenced by improved inter-Korean relations and Kim Jong-un’s renewed image, may be forced make a deal that falls short of the promise of CVID.
