서유럽 강소,복지국가 모델의 동학과 한국형 사회모델의 무산

국문 초록 (Abstract)

이 글은 첫째, 서유럽 강소·복지 4개국에서 자본주의 시장경제체제와 의회중심의 정치체제를 상생케 한 복지자본주의 정치경제 레짐의 동학을 분석한다. 둘째, 민주화 이후 한국에서 복지자본주의 정치경제 레짐의 구축을 위한 시도들이 왜 무산되었는지를 비교정치경제학의 시각에서 논의한다. 합의제 정치과정과 코포라티즘의 이익 조정 체계 사이의 제도적 친화성을 주장하는 기존 연구는 정부가 의회의 다수를 동원해 입법 과정을 효율적으로 통제하는가 하는 정치적 통치 변수는 고려하지 않고 있다. 이 글은 입법의 효율적 통제가 복지자본주의 정치경제 레짐의 필요조건임을 밝힌다. 민주화 이후 한국 정부는 발전주의 국가를 청산하는데 집착한 반면 합의적 의회-행정부 관계와 협의적 노사정 관계를 구축하는 데에는 실패했다. 반면 세계화 이후 서유럽의 복지자본주의 레짐은 참여와 통치의 역설적 상호작용을 조율해 내는 역량을 함양해왔다. 의회-행정부 관계에서는 합의정치가 부활되어 소수정부임에도 의회의 다수를 동원하고 있으며 사회적 협의의 제도화를 통해 사회정책 관련 입법의 효율성을 높이고 있다. 서유럽의 경험은 한국이 후기 발전주의 국가를 설계하는데 참조가 될 수 있을 것이다.
