공동생산(co-production)에 기반한 공동체주택의 의미에 대한 탐색

국문 초록 (Abstract)

본 연구는 최근 주목받고 있는 서울지역의 공동체주택이 어떻게 등장하고 생산되는지, 그 의미는 무엇인지를 파악하고자 했다. 이를 위해 질적연구방법을 사용하고 문헌연구를 통한 논리적 추론을 병행했으며, 자료수집은 세평적 표집에 의해 선정된 서울 소재 공동체주택 4곳의 입주자와 공급자 및 서울시 담당 공무원을 대상으로 한 심층인터뷰를 통해 진행했다. 그 결과, 주거비 부담을 낮추고 호혜적 관계망을 이룰 수 있는 공동체주택의 등장으로 입주자들은 주체성이 강화되는 경험을 하고 있었고, 이러한 변화를 가져오는 공동체주택은 새로운 주거 방식에 대한 입주자의 욕구와 공급자인 사회적경제 조직의 문제의식 및 적극성, 공공의 정책적 필요와 지원이 토대가 되어 형성되는 것으로 나타났다.
공동체주택에 의한 ‘입주자의 주체성 강화’는 입주자의 역할과 인식, 문제해결 능력에 있어서 나타난 변화를 통해 확인되었다. 공동체주택의 입주자들은 주택의 생산 및 관리, 운영주체로서의 위상을 경험하고, 주택의 물리적 환경을 만드는 것에서 나아가 실거주자 누구나 내부 커뮤니티를 조성하고 외부로 확장하는 역할을 하는 것으로 드러났다. 또한, 입주자들은 공동체주택 자체와 공동체주택 거주 경험 모두 사회적인 것으로 인식하고, 신뢰관계 형성을 통해 문제를 해소하는 경험을 하고 있었다. 이러한 일련의 과정에서 작동하는 핵심적 기제는 ‘공동생산(co-production)’이었고, 이를 통해 공동체주택의 주체들은 각자의 부족함을 보완하고 시너지 효과를 내면서 주택을 생산, 관리, 운영하는 것으로 나타났다.
이러한 ‘입주자 주체성의 강화’ 경험은 주거문제를 주도적으로 해결하고 주거복지 향상을 꾀할 수 있는 입주자의 역량 향상과 사회적 가족 형성을 통한 사회적 위험 방지에 대한 가능성을 시사한다. 이는 다양한 주거문제에 직면한 주거 취약계층의 주거복지 향상에 공동체 주택이 기여할 수 있음을 의미하며, 본 연구는 이윤추구와 사회적 가치를 동시에 추구하는 사회적경제 조직이 공동체주택의 공급자로서 이러한 필요를 충족하고 있음에 주목했다.

다국어 초록 (Multilingual Abstract)

This study started from the questions of how community housing, which has recently been attracting attention, has emerged and what implication it has. To figure out the implication, we used qualitative research methods and logical reasoning by literature review.
As a result, the introduction of such a new housing system has enabled residents to experience strengthening of subjectivity. Further, the community housing appears to be established based on needs of residents, problem recognition and activeness of suppliers, and policy needs and supports of public institutions.
The ‘strengthening of resident’s subjectivity,’ resulting from the community housing indicates that even tenants experienced a status as a subject in production, management, and operation of the community housing, and anyone, that actually lived in the community housing, could play a role of forming and expanding an internal community, as well as creating the physical environment of the community housing. Also, residents socially recognized the community housing itself and residential experience thereof and they tried to solve problems in the community housing through forming trust relationship.
What is noteworthy here is that a core mechanism working in the process is co-production. The subjects of community housing, through co-production, make up for each other"s deficiencies and create synergy in the production, management, and operation of the community housing.
This strengthening of residents" subjectivity implies that the residents" ability to cope actively with residential welfare problems can be enhanced by the community housing and that the residents can be prevented from social risks through forming a social family among the residents. This means the community housing can contribute to improvement of residential welfare for housing vulnerable groups. In addition, this study found out that social economy organizations, which pursue social values as well as commercial profits, may satisfy needs of housing welfare as suppliers.
