This study analyzes the structural causes and management problems of insignificant land parcels accumulated in Korea’s cadastral records and proposes measures for their ex officio readjustment through parcel consolidation. In this study, insignificant land parcels refer to parcels that remain unnecessarily divided in cadastral records despite functioning as a single parcel, road, river, or public facility in actual use, mainly because follow-up cadastral procedures such as land category change, correction of registered matters, and parcel consolidation have not been properly completed after land movement.
This study used literature review, legal analysis, cadastral statistical analysis, and an empirical case study of Gyeongju City. The theoretical review clarified the concepts of land parcels and insignificant land parcels, examined the causes of parcel fragmentation, and analyzed the legal structure of parcel consolidation and ex officio readjustment. It also distinguished between state/public land and private land. State and public land may be prioritized for ex officio readjustment when statutory requirements are satisfied, whereas private land should be approached through voluntary consolidation based on landowner consent and property-right protection.
Using the 2026 Cadastral Statistical Yearbook, this study analyzed nationwide parcel changes from 2016 to 2025. As of December 31, 2025, Korea’s cadastral records included 39,843,292 parcels covering approximately 100,472.4㎢. During the analysis period, the number of parcels continuously increased, while the total registered land area increased only slightly. This indicates continued parcel fragmentation. In addition, consolidation remained relatively low compared with subdivision, suggesting that the current application-based cadastral management system is insufficient to prevent the accumulation of insignificant land parcels.
The analysis of linear state- and publicly-owned lands also supports the need for readjustment. In 2025, roads, rivers, ditches, and embankments accounted for 9,419,433 parcels, or approximately 23.64% of all parcels nationwide, while their combined area accounted for only about 8.31% of the total registered land area. This shows that these land categories are managed as a disproportionately large number of parcels compared with their area.
The empirical analysis focused on the road section around Seonggeon-dong and the Hyeongsan River section in Gyeongju City. When only the current statutory requirements for consolidation were applied, the two sections were reduced from 420 parcels to 183 parcels, a reduction of 237 parcels, or approximately 56.4%. When land categories were changed to reflect actual use before readjustment, the two sections were reduced from 420 parcels to 103 parcels, a reduction of 317 parcels, or approximately 75.5%. These results show that linking land category change, correction of registered matters, administrative coordination, and registration procedures with parcel consolidation can greatly enhance the effectiveness of insignificant parcel readjustment.
Based on these findings, this study proposes several policy measures: introducing a special provision on ex officio readjustment into the Act on the Establishment and Management of Spatial Data; conducting nationwide surveys of linear state- and publicly-owned lands; establishing a phased readjustment model; strengthening electronic linkage between cadastral agencies and registry offices; providing voluntary incentives for private land consolidation; and linking insignificant parcel readjustment with cadastral resurvey projects.
In conclusion, the ex officio readjustment of insignificant land parcels is a practical institutional task for restoring consistency between cadastral records and actual land use, improving state and public land management, and enhancing the reliability of national spatial information.
