근거이론을 활용한 주거환경관리사업의 전략적 실천방안 연구: 경기도 시흥시 도일시장 사례를 중심으로

국문 초록 (Abstract)

본 연구는 ‘소규모 맞춤형 정비사업’의 사례를 근거이론으로 적용해 분석함으로써, 향후 각 지방자치단체에서 지속적으로 시행될 ‘소규모 맞춤형 정비사업’의 실천적 함의를 제시하는 것이다. 이를 위해서 ‘소규모 맞춤형 정비사업’의 주요 참여주체 5인을 심층 인터뷰하고, 그 내용을 Strauss와 Corbin의 근거이론 연구방법에 따라서 분석을 진행하였다. 분석결과, ‘소규모 맞춤형 정비사업’의 실천적 함의는 다음의 5가지로 요약된다. 첫째, ‘소규모 맞춤형 정비사업’의 실천을 위해서는 ‘마을주민의 협력적 관계형성’ 및 ‘마을환경 개선에 대한 주민들의 욕구’가 중요한 것으로 나타났다. 둘째, ‘소규모 맞춤형 정비사업’에서는 ‘마을내부의 인적 자원과 예산지원 등 부족’과 ‘주민 간 갈등 발생’ 등이 마을주민들 간의 협력적 관계를 형성하도록 작용함으로써, ‘소규모 맞춤형 정비사업’의 실천에 긍정적인 영향을 미치게 된다. 셋째, ‘소규모 맞춤형 정비사업’에서는 행정의 사업담당 공무원과 관리자급 공무원 간의 의견 차이는 행정절차의 지연 및 사업방향 상실 등을 유발하며, 결과적으로는 성과 중심의 ‘소규모 맞춤형 정비사업’으로 전략하는 요인으로 작용한다. 넷째, ‘소규모 맞춤형 정비사업'의 실천을 위해서는 ‘소규모 맞춤형 정비사업'에 관여하는 주요 행위자들 간의 역할정립이 중요하다. 다섯째, ‘소규모 맞춤형 정비사업'의 실천을 위해서는 마을주민의 의식변화와 마을의 지속성 확보를 위한 마을주민의 노력이 중요하다.

This study aims at analyzing the small-area customized regeneration projects through grounded theory, and then looking for practical implications about strategies of the small-area customized regeneration projects. The Doil-Market in Siheung city were selected for this case study process. This study suggests the following practical implications for the small-area customized regeneration projects through grounded theory.
First, it is important to the residents' desire for the formation of cooperative relationship and improvement of village environment. Second, it is important to change from formal relationship to cooperative relationship to administrative residents. Third, there is need to active human resource and budget support of administrative departments. Fourth, it is necessary to redefine the roles of the each actors, including the residents' council. Fifth, it is important to change consciousness of villagers and to secure sustainable of residents.
