As the logic of markets is unlikely to be applied in shrinking cities due to the lack of a driving force for development, a new approach should be adopted to solve the problem of vacant national and municipal properties in these cities. In this regard, this study analyzed the current status of vacant national and municipal properties in shrinking cities in Korea and the locational characteristics of these properties. Based on analytic results, the study proposes an optimal right sizing strategy and offers policy enhancement measures for effectively implementing the proposed strategy to increase the effectiveness of this research.
