글로벌에서 글로컬로: 한국 GU30과 일본 TGUP 비교 분석 = From Global to Glocal : A Comparative Analysis of Korea’s GU30 and Japan’s TGUP

To globalize its local universities and their students, Korea started what is called Glocal University 30 (GU30) project in 2023. In this paper, I offer a critical evaluation of GU30. Based on this assessment, I contend that, in spite of its noteworthy advantages, the program is insufficient to produce individuals who have both a global perspective and a profound local awareness. The primary cause of GU30’s drawbacks is that it places heavy emphasis on financial gains and performance-based goals. The liberal arts and basic sciences, which are essential for civic and ethical growth, are largely ignored in favor of this emphasis. I also examine Japan’s Top Global University Project (TGUP, 2014-2023) in order to derive useful insights. Given that this comparable national initiative is over, we can assess its successes and failures. Based on this comparative research, I propose a different glocalization model that adds civic and ethical learning outcomes to success measures. My proposal is distinct in that I give the liberal arts continuous institutional support.
