In response to the rapid transformation of higher education—driven by the Fourth Industrial Revolution, artificial intelligence, demographic decline, and the expansion of convergence education and undeclared major programs—Korean universities are redefining the role and structure of general education institutions. This study examines governance models for systematic yet flexible general education operations, reviewing data, literature, and policy documents as of March and August 2025. Governance types were identified: undergraduate college, college-type, educational innovation headquarters, general education headquarters, president-affiliated faculty, and institute of general education, reflecting the structural diversity of general education organizations. Findings highlight the need for organizational independence, strengthened institutional authority, robust policy frameworks, expanded faculty participation, and collaborative governance, along with alignment between general education governance and institutional strategies. The study provides a foundation for improving general education quality and sustainability, offering insights to inform future higher education policies.
