지구단위계획에서 본 부동산개발용량의 이해 = Understanding of the real estate development capacity from the perspective of District Level Planning

District level planning is a new planning system in Korea introduced in accordance with the amendment of City Planning Law last year. District level planning is differ from traditional city planning system in many ways. One of the differences is that district level planning is practice oriented rather than administration oriented as the traditional planning systems do. The district level planning synthesizes major functions of the 'urban design' previously controlled by the Architecture Law and 'Bebauungs planung' previously controlled by the City Planning Law in order to implement three dimensional control of the planning area. In addition, district planning has very flexible implementation principles comparing to the traditional planning systems in terms of the establishment of planning area, application of the limit of floor area ratio, building height, and etc. For these reasons, it is expected that the district level planning would have the most powerful influence over the real estate development in the future. Based on these findings, this study aims to present a basic theoretical research on the influences of district level planning over the development capacity of a given real estate located within the planning area. Results of this study show that in order to enhance real estate value through the accomodations of district level planning developers should have a clear understanding about the functions and characteristics of district level planning and have to pay great attention for the proposed uses of a real estate in advance to start construction to accomodate new development environment. Finally, results of this study emphasizes the importance of the thorough understanding about the local ordnance as to the district level planning for developers or real estate investors.
