북한 인권실태와 국제사회의 대응 = Human Rights in North Korea and Response of International Society

국문 초록 (Abstract)

근본적으로 북한의 열악한 인권상황이 개선될 기미가 보이지 않고 있다. 이에 국제사회가 인류의 양심을 걸고 적극 나서기 시작했다. 2003년에 이어 금년에도 유엔인권위원회는 북한인권 결의를 채택한 것은 가장 대표적인 조치이다. 문제는 북한의 태도이다. 북한은 국제사회의 인권개선 요구를 체제전복 수단으로 간주하기 때문에 쉽게 호응할 것 같지는 않다. 그렇다고 하더라도 국제사회는 가능한 기회와 모든 수단을 활용，지속적으로 북한인권문제를 거론하고 공론화해야 한다. ‘거론’이 있어야 ‘개선’이 있을 수 있기 때문이다. 더 이상 소극적 자세와 무관심은 용납되지 않을 것이다.

다국어 초록 (Multilingual Abstract)

Poor situation of human rights in North Korea has not yet been improved fundamentally. International society started to tackle North Korean human r^hts actively in the name of human being s conscience. For example, the United Nations Commission on Human Rights(CHR) has adopted a Resolution on North Korean Human Rights Situation in April 2004. It is one of the most strongest expression of mankind s demand for the promotion of human rights in North
Korea. TTie key to problem solving is in the DPRK s attitude. It is high likely that North Korean government does not accept such a demand easily. It is because North Korea regards it as a means of overthrowing its own political regime. None-the-less, international society should mention and make pubic North Korean Human R^hts Situation by taking advantage of as much opportunity as possible. That s why where there is mentioning, there can be improvement. No concern or negative attitude can be allowed any longer in North Korean Human Rights issue.
