우수 중소건설기업의 선정 및 육성방안 연구 = A study on the selection and fostering plan of excellent small and medium-sized construction companies

국문 초록 (Abstract)

정부의 정책이 건설산업에 안착하기 위해서는 건설산업에서 비중이 큰 중소건설기업이 정책 변화에 잘 적응하는 것이 중요하다. 하지만, 자금력이 부족한 기업들은 정책변화에 적응하는데 많은 시간이 소요된다. 이 연구에서는 건설산업의 환경과 정책 변화에 중소건설기업이 적응하는 것에 도움을 주기 위하여 중소건설기업 육성방안을 강소 건설기업과 생활밀착형 중소건설기업으로 분류하여 제안하였다. 강소 건설기업은 생산구조 개편에 따라 국내 시장진출을 확대하고자 하는 기업과 해외 시장으로 진출하고자 하는 기업, 그리고 기술개발 및 사업화를 목표로 하는 기업을 대상으로 한다. 생활밀착형 중소건설기업은 국민 개인이 발주하는 국민 생활에 밀착된 소규모 공사를 수행하는 기업이다. 그 기업에 대한 신뢰할 수 있는 정보를 제공하여 건설산업에 대한 전문지식이 부족한 국민 개인이 직접 공사를 발주하는데 도움을 주는 것을 목표로 한다. 생활밀착형 기업의 지원방안은 인증기업 공표와 보증수수료 할인, 전문지식 컨설팅으로 구성된다. 정부가 인증하는 기업 인증제도 중에서 건설기업을 대상으로 하는 것은 드물다. 이 연구에서 제안한 우수 중소건설기업 육성방안의 활성화를 위해서는 법제화된 인증제도 수립에 대한 연구가 필요하다.

For the government's policy to take root in the construction industry, it is important for small and medium-sized construction companies, which account for a large portion of the construction industry, to adapt well to policy changes. However, companies with limited funding power take a lot of time to adapt to policy changes. In this study, in order to help small and medium-sized construction companies adapt to change of environment and policy in the construction industry, a plan for fostering small and medium-sized construction companies proposed by dividing them into small hidden champion and life-friendly company. The small hidden champion companies target companies that want to expand their business field in domestic construction market based on a reorganization of construction industry’s production structure, advance into overseas markets, and develop and commercialize of construction technology. The life-friendly companies carry out small-scale construction projects that are closely related to people's lives and ordered by people. The goal is to provide reliable information about life-friendly companies to help people who lack expertise in the construction industry when people order a construction project. The support plan for life-friendly companies are announcement of certified companies, discounts on guarantee fees, and consulting of professional knowledge. Among the corporate certification systems of government, it is rare to target construction companies. For the proposed activating the fostering plan of excellent small and medium-sized construction companies, the study on the establishment of a legislated certification system is need.
