    This paper reports on a case study of the collaborative actions that have been implemented by the Wonju social economy involving social enterprises, cooperatives, nonprofit organizations, and local government through a collective strategy framework. Astley and Fombrun (1983) posit that collective strategy refers to “the joint mobilization of resources and formulations of actions within collectivities of organizations” (Astley and Fombrun, 1983, 578). Wonju’s collective strategies involving various community organizations have brought about significant social innovation and, in turn, promoted organizational profitability and community sustainability. Adopting Astley and Fombrun’s (1983) perspective, the authors attempt to demonstrate that different collective strategies are employed to address emerging community problems and advance into the next stages of the developmental process. This paper considers the topic in four sections: a conceptualization of collective strategy and sustainability in an urban area; an overview of Wonju’s social economy; a case study of how different resources and competencies from various key players were combined and shared in Wonju’s social economy; and, finally, conclusions that highlight how collective strategies can be used to develop a common and unified vision among stakeholders.
