Public Development Scheme of Housing-site project, which was main tool to develop land for housing in Korea, is now facing with many problems along with recent change of political, economic and social conditions. One of the most difficult problems on public land development is difficulty of land acquisition to be developed due to a strong resistance or disagreement of land-owners. And the other problems are developer's capital-burden, which was accumulating, due to the increase of cost of land acquisition at slow-down of cycle of real estate market. Along with the above issue, in this study, we attempt to find the ways for improvement on public land development for housing by whole-purchase method. As a short-term solution for improvement, we study the ways of enhancement on whole-purchase method of public land development. And as a long-term solution, we introduce the mixed method of whole-purchase scheme and read justment scheme(or land-pooling scheme) below. The mixed method is, especially, discussed aboutthe method of development and development process, improvement of legal instiutions as well as the case study for empirical application and its expected impact of new method of mixed scheme. One of the important reasons to introduce new scheme of mixed method is capable of reducing the land-owners' resistance or disagreement to purchase land as well as of mitigating developer's capital-burden. However, this mixed method also exposes the complexity on development process, land-owners' disagreement with amount of land acquisition and land adjustment to be returned to land owner, difficulties of change of development plans as well as difficulties of windfall to be absorbed or capital-loss owing to the loss of development. And therefore, more deepen studies are needed to minimize the these kinds of problems and difficulties in relation to the mixed scheme of housing development project.
