- Modern society is being filled with unsafe and uncertain events and accidents including information deluge, environmental pollution, international dispute, and unexpected natural disasters. New types of disease are also an example of above accidents, and since 20th century, lethal, infectious, inextricable and malignant diseases such as avian influenza, SARS, and mad cow disease, have been the vogue all around the world. These diseases are characterized that unexpected forms and incidences of them are newly generated and it is difficult to accomplish in advance settlement and finding solutions about them.
- Especially, avian influenza, a subject of this research, is a disease given the first priority by WHO, ADB, every governments and research institutes as a task to be solved. It has been reported that total 291 of patients infected with avian influenza occurred worldwide in total 12 countries until December, 2005 and 176 of them died. Several reports also have foreseen that in case of its spreading worldwide, economical loss as much as about 200 billion dollars and loss of life as much as over several tens of millions may occur.
- In this situation where the risk of avian influenza is being issued all over the world, in Korea, the first case appeared in December, 2003 and any infected human and victim have not occurred until now. Therefore, this research was made to regard avian influenza as an issue expected to progress a risk in future and to analyze properties and progresses involved in this issue and grasp its specific tendency, so as to provide useful information for preparing appropriate counterplan.
- The issue of avian influenza tends to be published in about 2000~3000 news once generated, even if it has extremely low infectious potential, be made as news head lines, which provide the public with unclear fear about infection and bring serious results that its related industries and companies such as poultry farms, related food service industry, and distribution industry, face to a sharp decrease of selling.
- The issues possible to be expected great damage have to deliver messages to present right counterplan and preventive methods via thorough analysis of past and current situation. However it seemed that the media coverage dealing the issue of avian influenza delivered messages somewhat leaning one side because of high reliance on foreign information, shortage of informant security to enhance its reliability, and limited types of informant and this research was progressed from that.
