중간 결과물에서는 대외정책 분야에서 드러나는 미국 대통령제의 운용원칙인 권력분립을 미국식 민주주의의 사각지대로 접근하는 시각을 제시하여 선행연구와 차별성을 추구한다. 구체적으로 헌법이 천명하는 권력분립 원칙에도 불구하고 오히려 그 권력분립의 기제인 상호간 독자적 선거제에 의해 미국의 유권자 전체가 선출한 대통령은 각 지역구에서 선출된 입법부 구성원이 내세우는 집합적 통치 위임과 확연하게 구별되는 유일한 공공리더십(public leadership)을 정책결정과정에서 독점할 수 있다는 점을 강조한다. 결국 미국 대통령제의 과제는 미국식 민주주의의 주요 통치원칙인 권력분립을 중시하는 동시에 성공적 통치를 위해 권한공유의 묘(妙)를 찾는 부단한 노력을 경주해야만 가능하다. 특히 국내정책 분야보다 대외정책 분야에서 이 난제의 해법을 모색하는데 있어서 법제도적 및 정치적 장애물이 가로막혀 있다. 게다가 선거결과와 무관하게 통치 위임을 생성하는 정치의 사법화가 입헌 대통령제의 근간을 흔들 수 있는 위험성을 목격했다. 따라서 대외정책 분야의 미국 대통령제에 대한 평가를 권력분립의 양면성, 즉 권력분립은 권력공유를 전제로 한다는 패러독스에 중점을 두고 대통령의 우위에 대한 주장을 가능하게 하는 헌법적 및 정치적 근거를 대조하면서 미국식 민주주의의 사각지대를 재조명했다.
최종 결과물에서는 미국 대통령제에 대한 기존 문헌이 대체로 미국 연방헌법에 토대를 두는 행정부와 입법부 간 정책결정소재지에 관한 논의나 혹은 대통령을 중심으로 하는 행정부가 입법부보다 우위를 선점하는 배경에 초점을 맞추는 미비점을 보완한다. 따라서 단일 행정부체제는 행정부와 입법부 간 집합적 정책결정을 강요하려는 목표를 달성하기 위해 구상되었다는 사실을 간과한다는 점에 초점을 맞추었다. 그리고 이러한 미비점을 보완하고자 미국의 통치질서로서 대통령제에 대한 일고를 제안했다. 우선 단일 행정부체제 이론의 헌법적 토대에 관한 개요를 제시하면서 집행권한의 근원을 권력분립과 그 작동기제인 균형과 견제의 맥락 속에서 검토했다. 그리고 성공적으로 대권(prerogative powers)에 대한 주장을 관철한 역대 대통령의 족적을 통해 역대 대통령의 선례와 더불어 집행권한을 둘러싼 수사가 결과적으로 행정부 일방주의를 정당화하는 데 기여했다는 점을 강조했다. 이어 오바마가 과연 실질적으로 행정부 일방주의의 덫에 빠져들지 않고 전임 대통령인 조지 W. 부시에 의해 또 다른 선례로 남겨진 논란 많은 대통령제를 넘어서는 새로운 단일 행정부체제를 위업으로 성취할 수 있을지에 대해 전망하며 결어를 맺었다.

In my first published paper which also serves as a progress report, I argued that the principle of separation of power in foreign policy under presidentialism invites a blind spot in American democracy. Although the Constitution specifies separation of power both in the conduct of domestic and foreign affairs, independent elections of President and legislators differentiate the kind of collective mandates on Capitol Hill from the unitary mandate bestowed upon President, thus prompting him to proclaim public leadership. The key to a successful governing, then, lies in the art of pursuing "separated institutions sharing powers" persistently. However, the realm of foreign affairs poses a more challenging task, both constitutionally and politically, than its counterpart in domestic policy. Furthermore, we came to witness a modern presidency whose relentless claim on mandate, or what is dubbed as judicialization of politics, was found irrelevant to the electoral outcome itself, thus creating a peril in constitutional presidency. In this paper, I explore this paradox in American democracy by comparing across constitutional and political sources of such claims.
In my second and final published paper, also a final draft of the report, I first noted that previous studies dwell on either how the U.S. Constitution supposedly envisions the conduct of policymaking between the president and Congress, or why the executive branch persistently outmaneuvers Congress. Accordingly, I pointed out that insufficient attention is yet paid to the fact that the unitary executive is for the purpose of exacting collective decision-making between the two branches of government. My second and final paper is a preliminary endeavor to put American presidency in perspective. In outlining the constitutional foundation of the unitary executive theory, I trace the sources of executive power in the context of separation of powers, and checks and balances as its functional mechanism. Then, I look into the evolving conduct of modern presidents to explore how executive power is often befuddled with executive unilateralism ever since America was built on the principle of presidentialism. By illuminating how some entrepreneurial presidents managed to expand their claims on prerogative powers, I argue that the precedents set by their predecessors in combination with their use of rhetoric unwittingly enable them to justify executive unilateralism at times. I conclude by stipulating whether Barack Obama can overcome the presidency of George W. Bush, by constructing his own version of the unitary executive yet refraining from the entrapment of executive unilateralism.
