관료제 순기능과 그린테이프 개념구성 = A Study on Design of Green tape' Concept in the Positive Function of Bureaucracy

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to examine design of green tape' concept in the positive function of bureaucracy. Public organization scholars over the past decade have shed significant light on red tape in ineffective rules. It employs the analysis of contents of answers in interview on bureaucrat in the local bureaucracy. According to the result of the analysis, the findings are summarized in two points. First, this paper argues that condition of rule effectiveness depends on the combined presence of professional knowledge and limited discretion of bureaucrat, with a consistent application and document of a rules. Second, it is proposed that there is a necessity for doing a theoretical study and measurement of green tape' concept, with an approach to positive function of bureaucracy.

국문 초록 (Abstract)

관료제 규칙과 절차에 관한 기존연구에서는 레드테이프로 대표되는 규칙의 역기능만 강조하고, 그러한 규칙이 주는 순기능에 관해서는 관심을 기울이기 않았다. 본 연구는 이 점에 주목하고 관료제 순기능을 묘사하는 그린테이프에 관한 개념을 구성하였다. 본 연구결과에 따르면 관료제 규칙은 적용의 일관성, 집행자의 전문지식, 제한된 재량성, 규칙의 문서화 등의 조건에서 외부통제 최소화와 관료신뢰가 부가될 때, 효과적인 규칙과 절차가 된다는 점을 제안하였다. 관료제 규칙과 절차가 이러한 조건하에서 집행될 때, 효과적인 기능을 발휘하고 이를 관료제 순기능으로서 그린테이프이라 정의하였다. 연구의의로 관료제 순기능 접근의 필요성, 레드테이프에서 그린테이프로 전환방법, 그린테이프 개념의 이론적 검토와 측정연구 필요성 등을 제안하였다.
