다문화사회에 따른 지방자치단체의 역할과 법적 고찰 = A Study on the Role of Local Autonomous entity and Legal Improvements in Korea’s Multicultural Society

국문 초록 (Abstract)

본 연구는 현재 다문화사회가 진행되고 있는 우리나라의 지방자치단체의 역할을 제고하고 입법정책적 견지에서 정비방안을 제시하고자 한다. 이를 위해서 다음과 같은 제언을 하고자 한다. 첫째, 다문화사회를 위한 통합관리기구인 통합관련부서(상설관리기구) 설치가 필요하다. 둘째, 지방자치단체의 역할 활성화를 위해 사무이관이 필요하다. 셋째, 지방자치단체의 외국인지원 조례의 통합이 필요하다. 넷째, 외국인이 지방자치단체 활동에 적극적인 참여유도를 위한 관련 입법정책의 정비가 필요하다. 마지막으로 지역사회 통합을 위한 법학교육, 배우자교육 등 다양화가 필요하다. 다문화사회는 현실화되어 있다. 우리는 혼자가 아닌 다수를 위한 삶을 살아야 하면, 이를 위해서는 서로를 이해하고 알 필요가 있다. 따라서 지방자치단체는 다문화사회를 위한 서로를 이해할 수 있는 방안을 모색하여 살기 좋은 지방자치단체 및 한국사회를 구축해야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to enhance the role of Korea’s local autonomous entity in today’s multicultural society, and to suggest legislative and policy improvements that will enhance the quality of life for all Korean residents. After carefully comparing Korea’s societal needs and available resources, I make these recommendations. First, establish a department for integration that serves as a permanent management organization to oversee the smooth assimilation of other cultures into Korea. Second, revitalize the role of local autonomous entity by transferring administrative work from the central to the local level where a better understanding of specific needs exists and for the convenience of residents. Third, adjust local government ordinances to more accurately reflect regional demographic changes. Fourth, modify legislation and policies to encourage participation of foreigners in local autonomous entity activities. Finally, provide educational services for spousal support and to familiarize foreigners with basic laws to better integrate the community.
Korea’s multicultural society is today’s reality. Both national and local autonomous entity must commit resources to better understand its needs while recognizing that each citizen can contribute to the betterment of the local community and our nation.
