도시근교농업의 복합산업화와 공간 활용

국문 초록 (Abstract)

도시근교농업은 지가상승과 도시계획에 의한 개발수요의 증대, IMF, WTO 농산물재협상과 같은 농업외적 요인으로 인해 농업생산 기능만을 더 이상 고집할 수 없게 되었다. 이제 이러한 농업생산 기능뿐만 아니라 `농촌`이라는 공간적 특성을 이용함으로써 도농통합형 지역의 도시농업을 유지해 나가는 접근방법이 필요하다. 따라서 이 논문은 도시근교농업이 갖고 있는 원래의 1차 산업적 의미인 `생산` 개념과 함께 `농촌`이라는 공간적 개념을 중시하되 2·3차 산업의 개념을 도입하여야 하는데, 이러한 내용을 여기서는 `도시농업`이라고 정의하고 이의 활성화 방안에 초점을 맞추고자 하였다. 이러한 `도시농업`을 활성화하기 위한 방향으로서는 크게 두 가지로 나눌 수 있다. 첫째는 도시농업의 큰 물 속에서, 현존의 생산중심 농업을 어떻게 유지해 나가느냐 하는 것이다. 둘째는 농업도 유지하면서 농촌을 유지시켜 나가는 것이 바로 농업을 살리는 것이라는 인식 하에서 도시통합형 농촌의 공간적 개념에서 이를 어떻게 활성화하느냐 하는 것이다. 여기에서는 두 번째 방법을 중심으로 도시통합형 농촌의 공간적 개념에서 이를 활성화하는 농업의 복합산업화 전략을 제시하고자 하였다. 이의 구체적 내용의 하나가 `도시농업마을`의 조성이다. 이 `도시농업마을`은 `농촌`이라는 공간적 개념에서 접근하여 도심권에서 가까운 광역도시 내의 근교농업지역을 그대로 이용함을 말한다. 결과적으로 이 논문은 도시농업이 활성화되기 위해서는 현재의 농업을 유지해 나가는 것도 중요하지만, 무엇보다 이제 농업 그 자체만을 발전시켜 나가자는 시각에서 벗어나 농민들이 살고 있고 도시민들이 오고 갈 수 있는 `농촌`이라는 공간적 개념을 중요시하여 이를 활성화할 수 있는 방안을 제시하는데 초점을 두었다. 따라서 도시농업 속에서 농촌이 살아나면 농업도 유지될 것이라는 인식전환에 대한 내용을 담고 있다.

다국어 초록 (Multilingual Abstract)

The circumstances of agricultural production in the suburb have been made worse than ever before due to the non- agricultural factors such as IMF-controlled economic policies, gradual increases of land demands by city-development plans, and of land prices that are currently tend to be fallen down though. So it is far more necessary to retain suburban agriculture in the areas that show the mixtures of rural and urban attributes simultaneously, making uses of the characteristics, that are, of both `the function of agricultural production` and `the spatial utilization of suburban areas`. Accordingly, this study is mainly to clarify the concept of suburban agriculture as a mixed industry in the areas, considering the basic concept of `agricultural production as the primary industry` and `spatial utilization as a rural village` to be focused at the same time. For vitalizing suburban agriculture fundamentally, above all the things, we have to turn away the sole idea of developing farming even though it is also important to keep up the present status of farming level. Therefore, this study intends to suggest the ways of vitalization of suburban agriculture with the spatial concept of the suburban village that common urbanities are accessible to use easily. Conclusively, this have tried to show the conversion of following cognition that everything will get on well to retain the agriculture sectors, only if a farm village survive steadily in the suburban areas.
