    정교분리 원칙은 종교 자유의 법적인 보장일 뿐 아니라 천부적 인권의 원리이다. 그럼에도 불구하고 한국의 보수적인 신학자들과 목회자들은 정교분리 원칙을 ‘교회가 정치에 대하여 말하지 말고 관여하지 않아야 한다.’는 의미로 이해하고 있다. 그러나 이러한 왜곡된 정교분리 이해는 불의한 권력자가 국민의 권리를 짓밟고 생명을 유린하는 인권침해를 묵인하고 정당화 해주는 결과가 초래된다.
    이 논문은 미국 헌법에 규정되어 있는 정교분리 원칙이 정부는 교회에 대해서 관여하거나 통제하지 말고 교인들의 인권과 자유로운 활동을 보장해 주어야한다는 의미라는 것을 살펴보았다. 미국 선교사들이 일제 식민지 시대에 일제가 한국에서 기독교인들의 생명을 해치고 인권을 유린하는 사태가 발생했을 때 단호하게 일본정부의 만행을 비판하고 그들의 잘못된 행위를 중단할 것을 요구하고 한국인에 대한 폭력에 항거했음을 살펴보았다.
    본 연구자가 본 논문을 통해서 바라는 것은 한국의 일부 보수적인 지도자들이나 성도들이 가지고 있는 정교분리에 대한 잘못된 이해 즉 교회는 정치에 대하여 말하지 말고 무조건 정부에 대하여 순종해야 한다는 정교분리에 대한 이해가 수정되는 계기가 되기를 바란다.

    The policy of separating church from state is not only a legal guarantee of the freedom of religion but also a axiom of the human rights. Conservative Korean church leaders and theologians have interpreted it as a complete separation of church and politics.
    This distorted interpretation may allow dictatorial and rotten political rulers to deprive basic human rights and to justify their policy and action religiously.
    This article examines the policy of separating church from state, as specified in the United States’ Constitution, as a legal device guaranteeing the religious freedom and preventing any state control or interference into religious organizations and activities. The policy specified the separation of church and state as a collateral clause of religious freedom and an axiom of innate human rights.
    When the Japanese colonial government trampled on Korean life and their basic human rights, American missionaries stood firmly against the cruel policy and action and criticized such atrocities. This church-state relationship is completely different from the conservative theologians and church leaders in Korea, who abstain from political activity. By remaining "apolitical," the church remains safe from any harm and interference by the dictatorial and rotten government. The church"s "apolitical" position, it seems, very political. This article compares the two deferent cases of the United States and Korea to see its deferent socio-political function and meaning.
