두바이의 그림자 및 인권 문제 = 한국사회에 주는 교훈

국문 초록 (Abstract)

홍콩과 싱가포르는 20세기 말에 아시아의 4마리용으로 불리며, 아시아 경제기적의 대표적 사례로 간주되어 왔다. 이 두 도시국가들이 이룩한 성장신화는 전 세계에 관심사가 되었으며, 이에 대한 많은 연구가 쏟아져 나왔다. 21세기 들어 중동의 싱가포르라고 할 수 있는 두바이가 급속한 경제성장을 이룩하면서 전 세계의 스포트라이트를 받기 시작하였다. 본 연구에서는 최근에 초미의 관심사로 부상한 두바이 사례를 통하여 이 도시국가의 초고속 성장이 한국사회의 귀감(role model)이 될 수 있는지를 파악해 보고자 한다. 두바이가 이룬 사막의 기적은 우리사회에 어떤 의미가 있는지 심도 있게 논의되지는 못하였다. 두바이 모델의 순기능이 한국에게 투사되었을 뿐이다. 일부 언론과 특정 지성인들에 의하여 두바이 모델이 환상적으로 소개 되었다. 공교롭게도, 싱가포르와 두바이와는 경제사회적 측면에서 상당한 공통점이 있다. 초소형 미니 국가인 것이 그렇고, 개발독재 스타일의 정치체제가 그 다음인 것이다. 주지하다시피, 한국도 개발독제체제를 겪었지만, 지금은 그러한 권위주의 체제에서 완전히 벗어나 있다. 정치체제는 뒤져 있지만 경제발전이 앞섰다고 보는 두바이의 사례가 우리사회에 의미 있는 시사점을 던져 주고 있다.

다국어 초록 (Multilingual Abstract)

Hong Kong and Singapore had been called four tiger countries and considered as the outstanding examples of Asian successful economic development in the 20th century. The mythology of these two city states has been a keen interest of the world. Thus their development has been studied extensively in the academic circle. In the early 21th century, Dubai became another Singapore in the middle East and came into the spotlight. The purpose of this study is to find out whether the miracle of Dubai can be a role model for the Korean society. In fact, the Korean society has never evaluated the Dubai case deeply. So far, the only bright side of the Dubai development has been introduced by some major medias and intellectuals and been described fantastically in Korea. Korea"s perspective on the Dubai has been significantly distorted since its dark side has never been explored. Ironically, the Dubai case is very similar to the Singapore development. The two nations are city states and their rapid growth have been achieved by the strong states, which are authoritarian in nature. Korea, like Singapore and Dubai, had been under the authoritarian rule for more than 30 years. However, Korea became fully democratized and its government is no longer authoritarian at all. Thus, the Dubai model, which appear to be successful with the authoritarian rule, does not dovetail to the Korean political economy.
