감염병 시대의 장애인직업재활시설 대응 방안 = A Study on Countermeasures Against Vocational Rehabilitation Facilities for the Disabled in the Era of Infectious Diseases

국문 초록 (Abstract)

이 연구는 코로나19와 같은 감염병 상황에서 장애인직업재활시설에서의 장애인 고용 및 직업재활 서비스 대응 방안을 제시하고자 하는 것이 목적이다. 이를 위해 코로나19와 같은 감염병 상황에서 장애인의 일상생활 및 고용에서의 어려운 상황에 대한 국내외 선행연구를 살펴보고, 장애인직업재활 시설의 운영자 및 학계 전문가를 대상으로 질적조사를 실시하였다. 연구결과를 살펴보면 먼저 장애인 직업재활시설은 중복지원 때문에 코로나19로 인한 정부지원금을 받지 못한 것으로 확인되었다. 둘째 비대면 서비스와 관련해서 장애인직업재활시설에서는 비대면 서비스가 활발하게 이루어지고 있지는 못하였고, 상담 및 평가 보다는 훈련프로그램 중심으로 비대면 서비스가 이루어지고 있었으며, 자체 개발 프로그램 보다는 외부기관의 지원이나 프로그램을 활용하고 있는 것으로 나타났다. 마지막으로 감염병 시대에 장애인직업재활시설에 필요한 지원에 대해서는 다른 장애인복지시설과의 차이가 있으 므로, 이를 고려한 지원과 감염병 대응 매뉴얼 개발 필요성을 언급하였다. 이러한 연구 결과를 토대로 감염병 시대의 장애인직업재활시설의 장애인 고용 및 직업재활서비스 대응을 위한 정책방안을 제시 하였다.
