IMF하에서 토지이용규제의 대응방안에 관한 연구 = A Study on the Appropriate Directions of Land Use Regulations Under the Constraints of International Monetary Fund(IMF)

국문 초록 (Abstract)

최근 국제통화기금하에서 부동산 시장이 붕괴되면서 「정부의 실패」에 대한 비난과 함께 시장기능의 회복이 요구되고 있다. 토지이용의 측면에서 보면 규제의 완화라는 결과로 나타나고 있다. 문민정부시대에는 공급부족으로 인한 만성적인 수요초과로 고지가가 형성되어 국제경쟁력이 저하된다는 판단 아래 공급측면에 규제완화를 시도하였으며, 국민의 정부에서는 수요저하로 인한 경기침체로부터 탈출하기 위하여 수요진작을 위한 규제완화정책을 수립하고 있다. 현재 국가전체의 불황은 내부 요인보다는 외적 요인에서 비롯된 것이 대부분이기 때문에 단순한 규제완화 정도로 해결 문제가 아니다. 따라서 향후 정책의 추진방향으로는 첫째, 지속적인 규제개혁을 진행시켜서 비효율적인 제도을 개선하고, 둘째, 「선계획 후개발」체제를 확립해야 하며, 셋째, 국내의 토지수요는 고갈된 상태이기 때문에 결국 외자유치와 외국인의 투자 활성화를 유도하고, 마지막으로 중앙정부와 지방정부의 권한 및 책임을 명확해야 할 것이다.

Recently, it is said that the recovery of market function is one of the best policies to overcome 'government's failure' and the breakdown of the real estate market under the constraints of International Monetary Fund(IMF) ; deregulatons of land use control system. The present nationwide depression can not be got over by the simple deregulaton polices because it was not caused by domestic issues but by the overseas factors. The future directions of the policies is as follows. First, the inefficient system must be improved by way of the continual reform. Second, 'Plan before Development' system ought to be built up basically in the all development process. Third, we try to promote the foreign capital inducement and the foreigner's investment because of the exhaustion of the domestic demands. Last, it is necessary to draw a definite line of the power and responsibility between the central and local government
