The 21th century's digital-information age accelerates the speed of globalization, nearly getting rid of national borders. People enjoy the benefits of electric-communication technology as they enter the information age. But they are confused at the same time, not able to classify the innummerable in formation into needed and unneeded. Uselessly excessive influx of information invades one's rights to self-decision of information. Every individual has a right to refuse unwanted information.
Spam-mail, e-mail that contains unwanted in formation, has grown up to a social problem as more people use the internet. Most of the spam-mails contain false or lascivious information and interrupt receptions of other ordinary mails, disturbing communication. Especially its lascivious contents have bad influences on social morality and juveniles. Further, it brings vast economic damages in e-commerce and put the server manager to a great maintenance expense such as system defence and soon.

As pouring spam-mails have crossed the limit and since people agree to regulate this, government's legislative solution must first be established. Since the Information and Communication Act's regulation is limited in its function in preventing spam-mail, we must consider amendment that reflects an open mind.
