1. Background and purpose of the study
Artificial Intelligence (AI) technology will bring fundamental changes to the economic, industrial and social structure, and existing rules and norms may no longer work. Therefore, it is necessary to explore the establishment of rules and institutions that are appropriate for the new era of cooperation between humans and AI. AI is a transformative technology that is very important and complex for the establishment of national strategies and policies, because its impact and ramifications are not limited to individual countries, companies or individuals, as it is used in all countries, industries and daily life without the constraints of space and time through the Internet. Therefore, it is necessary to set the direction of AI development and control the pace of its adoption at the national level, and to do so, it is necessary to explore policy agendas in economic, industrial and social aspects.
This study examines the major changes and issues in the economy, industry and society that will be triggered by AI, in order to identify future policy issues at an early stage and propose a policy agenda that will contribute to setting the direction of future national AI policies, establishing plans and building a response system.

2. Study structure
In order to explore the economic, industrial and societal aspects of AI, this study is structured to scan the major changes and issues in the areas of R&D, trade, industry, enterprises and jobs, and to propose policy agendas for each area to respond to the issues. Chapter 2 focuses on the R&D sector, analysing the current status, major changes and issues from the perspectives of (1) R&D use of AI technology and (2) R&D for the development of AI technology, and proposing R&D policy measures. In the economic sector, Chapter 3 focuses on trade, analysing major changes and issues in trade norms brought about by AI from the perspective of national security and global policy trends, and proposing trade policy issues to secure AI sovereignty. Chapter 4 focuses on the industrial sector, diagnosing AI use cases in manufacturing and services, as well as problems and issues in the use of AI, and proposes an industrial policy agenda to promote AI convergence in existing industries and create new ones. Chapter 5 focuses on enterprises and analyses the major changes brought about by the adoption of AI in enterprises, issues and policy trends related to the adoption of AI and the promotion of AI enterprises, and proposes an enterprise policy agenda to promote the use of AI in enterprises and the promotion of AI specialists. Finally, Chapter 6 focuses on jobs, identifying key changes and issues in jobs and job skills that will be brought about by the diffusion of AI, and proposing a jobs policy agenda to prepare for an era in which everyone works with AI.

3. Key Findings
With the aim of exploring policy agendas for preparing for the AI era, this study examined key changes and issues in the AI era in five areas - R&D, trade, industry, enterprises and jobs - to identify key policy agendas. The key policy agendas for each of the five areas are shown in the table below.
