보건복지분야 정보화사업의 성과평가모델에 관한 연구 = A performance evaluation model ot IT project in the health and welfare

국문 초록 (Abstract)

본 논문에서는 보건복지분야에서 추진되고 있는 정보화사업에 사용되는 기존의 성과평가모델을 연구하여 수정 및 보완된 내용을 적용한 개선된 성과평가모델을 제시하고 이를 적용한 결과를 평가한다.
특히, 보건복지분야 정보화사업의 주요 영향요인인 이해당사자와의 조율, 법·제도적 절차마련이라는 특수성을 고려하여 전략과의 정렬, 정보시스템 완전성, 이해관계자 참여·조율, 추진방법의 적합성, 구축시스템 성과 등 5가지 관점을 새롭게 정의하여, 각 관점별로 목표에 부합하는 평가측정지표들을 제시한다.
앞에서 제시한 지표들을 기반으로 보건복지분야 정보화사업의 수정 및 보완된 성과평가모델을 정의하고, 이 모델을 바탕으로 설문 및 인터뷰를 통하여 보건복지분야 주요 정보화사업에 대한 성과평가를 실시하여, 개선된 보건복지분야 정보화사업의 성과평가모델에 대한 유효성을 확인한다.
이러한 장점을 기반으로 본 논문에서 제시한 평가측정지표들은 정보화사업의 성과 및 성과요인에 대한 진단이나 기타 사업수행방법론상에서 다양한 용도로 활용 또는 참조될 수 있다.

다국어 초록 (Multilingual Abstract)

In this thesis we studied the existing outcome evaluation model for information(IT) project so that we can adapt a new modified outcome evaluation model for IT project in social welfare. I have newly defined the five main outcome factors - 1) array of strategies, 2) completion of information-oriented system, 3) tuning of interests among stake-holders, 4) applicability of process methods, and 5) outcome of the system - IT project in social welfare. I have presented evaluation measurement indicators appropriate for each of the five main outcome factors. Based on the indicators, I defined the modified outcome evaluation model for IT project in social welfare. With this model, I have proceeded outcome evaluation of main IT projects in social welfare through surveys and interviews. I have studied for significance of this modified outcome evaluation model. With such advantage, the evaluation measurement indicators can be used directly or as a reference in examining the outcome or factors of outcome in IT projects, or used for various reasons in project process method.
