The Sustainable Development Goals(SDGs) are adopted at UN General Assembly in 2015. We have introspected the crises-the climate crisis, the enlargement of the inequality and the deepening polarization, the geopolitical crises, etc.- which we are facing now result from the economic growth and development. Thus SDGs are the new attempt to shift the old development paradigm, the economic growth paradigm or the neo-liberalistic growth paradigm. The history of the attempt to shift development paradigm led to the education paradigm shift. SDGs stipulate the essential impetus as the Education for Sustainable Development (ESD). This paper analyzes the ESD as the paradigm shift of the civic education. And for the progress of ESD this paper proposes to extend the scope of the ESD through the integration with the democratic civic education. Especially, this paper insists we should understand the SDGs as the view of holism as well as we should understand the 17 SDGs respectively. Thus ESD needs the holistic teaching and learning method. This paper proposes the government supporting policy for the performance of the ESD at the area of the vocational education and the lifelong education beyond the school education.
