    이 논문은 국가 브랜드화, 소프트 파워, 그리고 불편한 유산 간의 관계 이해를 목표로 한다. 한국 전쟁기념관 사례를 통해, 본 연구는 20세기 역사와 한반도의 갈등이라는 동아시아의 특수한 관계 속에서 불편한 유산이 소프트 파워와 국가 브랜드화 도구로 어떻게 활용되는지 분석한다. 여러 동아시아 국가들이 긍정적 문화유산뿐만이 아니라, 국제 방문객들에게 어필하고 자신들이 선호하는 역사적 관점에 대한 국제적인 지지와 인정을 얻기 위해 불편한 유산도 적극적으로 수용하여 국가적 서사와 이미지를 구축하기 위해 홍보해 왔다. 한국이 이러한 목적을 위해 전쟁기념관과 같은 불편한 유산을 어떻게 활용했는지 분석하기 위해, 본 연구는 질적 연구(전쟁기념관 직원 인터뷰)와 양적 연구(외국인 방문객 설문조사)를 병행하는 혼합 연구 방법을 활용했다.

    연구 결과는 불편한 유산을 국가 브랜드화 도구로 활용하는 것이 복잡한 과정임을 보여준다. 불편한 유산은 통일과 같은 더 광범위한 정치적 과정을 위태롭게 할 수 있는 정치화되고 배타적인 서사를 통해 도구화될 수 있기 때문이다. 한국 전쟁기념관의 공식 서사와 외국인 방문객의 해석이 전반적으로 일치하지만, 일부 방문객은 제시된 서사를 편향적이라고 보기 때문에 모든 방문객이 제시된 서사를 단순하게 받아들이는 것은 아니다.

    This study aims to understand the relationship between nation branding, memorialisation and difficult heritage. By looking at the South Korean case of the War Memorial of South Korea, the study analyses how difficult heritage is used as a nation branding tool in the context of East Asia’s particular relationship with 20th century history and the intractable conflict in the Korean peninsula. Stepping away from positive cultural heritage, many Eastern Asian countries have embraced their difficult heritage to present and promote crafted national narratives and images to appeal to foreign visitors and obtain international support and recognition for their preferred version of historical events. To analyse how South Korea has used a difficult heritage site such as the War Memorial of South Korea for this purpose, the study employs a mixed methods research made up of qualitative (interview with a War Memorial of South Korea staff member) and quantitative (survey for foreign visitors) data.

    The findings show that employing difficult heritage as a nation branding tool is a complex process, as difficult heritage can be instrumentalised through politicised and exclusionary narratives that may jeopardise wider political processes such as reunification. While the results point to an overall successful convergence between the War Memorial of South Korea’s official narratives and the interpretation foreign visitors make of them, some of the results suggest that not all foreign visitors are receptive to narratives presented to them. A not insignificant percentage of them perceived the narratives of the War Memorial as one-sided and simplistic, excluding important perspectives of the war events and framing them in a very nationalistic and exclusionary manner.
