정책사상으로서 국가주의의 재조명 = Revisiting Statism for A Policy Thinking

국문 초록 (Abstract)

정책학의 학문적 체계를 달성하기 위한 탐색적 연구로 국가주의를 재조명하여 정책사상을 정립하기 위해서 본 연구는 국가와 국가론 및 국가주의의 선행연구를 검토하면서 국가개입의 국가주의로 한정하여 국가주의를 논의하였다. 먼저 공권력 작용과 정치적 책략이라는 정책의 속성에서 국가의 개입과 간섭이라는 국가개입의 국가주의 본질을 재조명했다. 그리고 저수지관리와 새마을운동 정책사례를 예시하면서 국가개입의 국가주의를 소박한 공동체사회의 국가주의와 적극적인 국가중심의 국가주의로 재조명해 보았다. 이와 같은 국가개입의 국가주의는 생민(生民) 또는 증민(蒸民) 사상을 기반으로 하고 있다는 것을 발견하였다. 즉 국가의 개입과 간섭으로부터 자유로운 국가주의는 공동체사회의 소박한 이상형일 뿐이고, 부모가 자식의 판단과 결정에 개입하고 간섭하는 부권주의와 같이 국가도 국민에게 개입하고 간섭하는 국가주의가 현실이라는 사실이다. 그러나 생민사상에 기초한 국가주의를 현실적으로 검증하기 위해서, 하나의 차기연구로서 다양한 국가정책의 실질적 내용이나 작용을 분석해야 될 것이다.

다국어 초록 (Multilingual Abstract)

By revisiting statism defined by the state intervention and interference to individuals` autonomous decision and judgment, this paper delineates a policy thinking, the Subject-Begat thought by critically reviewed the oriental Prince theory in Confucian philosophy as well as state intervention studies. This policy thought discoursed throughout the revisited statism in this inquisitive paper offers some debates on the state`s bearing its citizens, in which the state intervenes and interferes to its subjects` decision and autonomy for their economic wellbeing and happiness as exactly as the parents-children`s family relation. This statism of the state policy interventions is featured through the Saemaul Movement(a regional development program during the 1960s to the 70s under the late Korean president, Park Chung-hee) and the agricultural reservoirs management(a common-pool property co-managed by irrigation-beneficiaries community and Korean local and central governments). Finally, for further discussions on the state policy interventionism, the Subject-Begat thought could be developed to a policy thinking system on the philosophical understandings of policy studies.
