영국과 프랑스 이주민의 정치적 권리에 관한 연구 = Study on Immigrant Political Rights in France and the United Kingdom

국문 초록 (Abstract)

논문은 영국과 프랑스의 사례 분석을 통해 이주민의 정치적 권리의 제한과 확대의 실제를 분석하고 있다. 양국의 이주민의 정치적 권리를 비교 분석함으로써 유사성과 차이점을 밝혀내고 상이함에 영향을 미친 요인들을 규명하고 있다. 또한 결론에서 영국과 프랑스의 이주민 정치적 권리의 변화 전망과 한국적 함의를 도출하고 있다. 구체적으로 영국과 프랑스에서는 탈식민지정책, 이주민 통합정책, 유럽통합 등의 변수들이 이주민의 정치적 권리의 제한과 확대, 그리고 양국 사이의 유사성과 차이에 영향을 미쳤다. 구식민지국민의 선거권, 이주민의 조직화의 권리와 제도에의 참여, 유럽시민의 지방선거 선거권 등에서 상이성과 동일성을 보이고 있다.
향후 영국과 프랑스에서 이주민의 정치적 권리가 급격하게 확대되기는 어렵다. 비유럽 제3국 출신 이주민, 난민, 망명신청자 등에게는 정치적 권리를 부여하지 않고 있는 상황이 지속될 것이다. 한국에서는 이주민의 조직화와 제도에의 참여를 위해 지방차원에서 거버넌스를 구축하는 것이 필요하다.

다국어 초록 (Multilingual Abstract)

This article is about study on the examination of immigrant political rights in France and the United Kingdom. It analyses the inclusion and exclusion of immigrant political rights influenced by post colonial policy, immigrant incorporation policy and European integration. Specifically, both countries have had similarity in relation to European voting rights in local election, while they have had differences in the voting rights of post colonial nationals and immigrants’organization and participation in central and local governance.
It is difficult that the immigrants will be entirely included into political rights in the near future. In particular, immigrants such as the third country nationals, asylum seekers and refugees will not be able to acquire full political rights in France and Britain. The case studies provides implication for Korean immigrant policy. The Korean government need to consider the immigrants’inclusion to the rights of organization and participation in local governance.
