한국 원자력산업의 발전과 원자력 전공인력 = The Development of Nuclear Industry and Nuclear Engineering Degrees in Korea : Implications and Directions of Nuclear Manpower Policy

In Korea, there are increasing concerns on nuclear manpower demand and supply due to construction of domestic nuclear power plants and exporting nuclear power plant. In addition, aging of nuclear manpower is another important concern for stable nuclear manpower demand and supply. A shortage of skilled high-quality human resources resulted in massive retirements of senior workers may seriously undermine Korean nuclear competitiveness. This paper focused on nuclear manpower, especially nuclear engineering degrees and analyzed problems of nuclear manpower demand and supply resulted in cyclical and structural factors. It analyzed current state and future demand of nuclear engineering degrees based on statistical analysis on Korean nuclear organizations and government strategic plans for nuclear manpower education and training. Based on these analyses, it has reviewed the influence of cyclical and structural factors on nuclear engineering degrees shortage. Finally, this paper suggested to implications of nuclear manpower policy to cope with problems of nuclear engineering degrees and policy directions to find a solution to problems of their demand and supply.

국문 초록 (Abstract)

내 원전 증설과 원자력 수출산업화로 원자력 인력수급에 대한 관심이 높아지고 있다. 또한 원자력 인력의 고령화는 안정적인 원자력 인력수급을 위한 또 다른 중요한 관심사이다. 원자력 전문인력의 대거 퇴직에 따른 숙련된 고급 전문인력의 부족은 한국의 원자력 경쟁력을 크게 약화시킬 수 있다. 본 연구는 원자력 인력 중에서도 원자력 전공인력에 초점을 맞춰 순환적 요인과 구조적 요인의 영향에 따른 인력수급 문제에 접근했다. 이를 위해 한국 원자력기관들에 대한 통계분석과 원자력 인력양성에 대한 정부 문서들에 기초하여 원자력 전공인력 현황과 장래의 수요를 파악했다. 이를 토대로 순환적 요인과 구조적 요인이 원자력 전공인력 부족에 미치는 영향을 검토했다. 그리고 원자력 전공인력 문제에 대비하기 위한 원자력 인력정책의 함의와 한국 원자력 인력 수급의 문제점을 해소해 나가기 위한 대응방안을 제시했다.
