Education in Korea has achieve the international high standard in terms of 벼무샤셔. The nation's rapid economic development can be attributed to the existence of a substantial amount of educational human resources. Furthermore, the improved and high level of education has encouraged to practice democacy.
In the forthcoming century more emphasis willbe placed on information technology, creativity, and ideas. For this reason, the educational reformation committee has announced the 5.31 revised edycational plan. The plan based on the quality of education and new educational system, include education focusing on the learnersm variety of education, school management based on responsibility and discretion, education coordinated with freedom and equality, open education seeking advanced information technology. and the high quality of education by improving evaluated and supporting system.
It is hoiwever worried that the very meani9ng of the plan has seemed deteriorated due to the emergence of group-selfishness and changes in the initial motivation of both demanding and supplying side of education.
Therefore, the purpose of this study is to examine the education니 reformation plan regarding the primary education so as to suggest its associated problems and to provide improvements, which are as follows:
. seeking the foundation of open-and lifetime-education society
. seeking the school comunnity for self-management of primary education
. creating curriculum embracing creativity and personality
. managing promary and secondary education system respecting various characteristing and aspects of learners
. trining competent and efficient teachers
. obtaining necessary finance for education
In order for the 5.31 educational reformation plan to be successfully impleasemented and to obtain all the supports, it requires reform of consciousness everyone in the nation including politicians, teachers, students, and parents.
The reformation of educational system can never be sucessful if we focus only on the improvement of system itself. It is strongly recommanded that much attention should be paid not only to the learners' school grades but also to the entire procedure of their learning process. Therefore, the 5.31 educational reformation plan would only be sucessful when everyone respects the individual learners' identity, personality, ability and talent; when we gives them a guidance to the right direction; and finally when
