외국인의 국적집중도가 내외국인의 인구이동에 미치는 영향 = The Impact of Foreign Nationality Concentration on Population Migration-Focusing on cities and counties in Jeonnam Area

국문 초록 (Abstract)

본 연구는 2013년∼2023년 전남지역 22개 시군을 대상으로 외국인 현황을 분석하고, 외국인 유입과 관련된 두 가지 인구 이슈를 실증적으로 검토한다. 구체적으로, 외국인의 추이 진단, 외국인력의 추산, 외국인 국적집중도 도출을 통해 전남 시군의 외국인 상황을 파악하고, 국적집중도가 높은 지역일수록 외국인의 수가 증가하는지, 또한 외국인의 수와 국적집중도가 높아질 때 내국인이 해당 지역을 기피하는지 여부를 검증한다. 분석결과, 전반적으로 외국인이 증가하는 추세를 보였으며, 특히 특정 군 지역에서 이 현상이 두드러지게 나타났다. 전체취업자 중 외국인력의 비중이 10%를 초과하는 지역도 확인되었다. 외국인의 국적집중도는 전반적으로 하락하는 추세이나, 일부 국가 출신의 외국인 유입은 눈에 띄게 증가했다. 이어진 실증분석에서는, 국적집중도가 높은 지역에서 외국인 유입이 활발하게 진행되고, 이를 통해 네트워크 효과가 작용하고 있음을 확인하였다. 반면, 현재까지 외국인 유입이 내국인의 인구이동에 통계적으로 유의미한 영향을 미치는지는 확인되지 않았다. 본 연구는 기초지자체 단위에서 외국인력 정책의 효과성을 실증적으로 평가할 수 있는 유용한 수단을 제공한다는 점에서 의미가 있다.

This study analyzes the status of foreigners in 22 cities and counties in Jeonnam from 2013 to 2023 and empirically examines two demographic issues related to the influx of foreigners. Specifically, we analyze trends in foreigners, estimates the foreign workforce, and derives a nationality concentration index to understand the foreigner population situation. We also whether the number of foreigners increases in areas with high nationality concentrations and whether locals avoid these areas when the number and concentration of foreigners increase. The analysis results showed an overall trend of increasing foreign populations, particularly in certain counties. Some counties even identified foreign workers exceeding 10% of the total workforce. While the nationality concentration of foreigners is generally declining, the influx of foreigners from certain countries has increased significantly. Subsequent empirical analysis confirmed that areas with high nationality concentrations are experiencing a more active influx of foreigners, demonstrating the presence of network effects. However, to date, no statistically significant impact of foreign influx on domestic population movement has been confirmed. This study is significant in that it provides a useful means for empirically evaluating the effectiveness of foreign workforce policies at the local government level.
