Although industrialization in Korea has benefited substantially in terms of the quantity and variety of goods and services, it has also produced serious environmental pollution. In the present and near future, it is one of the most important tasks for governments and near future, it is one of the most important tasks for governments and international organizations to solve the environmental problems, such as recovery of environmental deterioration, improvement of environmental pollution, solving disputes over pollution among nations, eliminating greenhouse effects, and restoration of the ozon layer.
For the resolution of such things, it needs to understand and analyze exactly current environmental situation in terms of anticipating future environment situation, accumulating environmental data, making and simulating alternative policies, choosing alternatives and executing them.
There are lots of helpful computer technologies for implementing environmental tasks, such as telemetering systems, databases, softwares and modellings. The governments of developed countries are developing to use those instruments to understand current situation, and forecast future environmental situation in order to solve their own countries and global environmental problems.
Computerization for environmental management in Korea has been developed since 1986. The Ministry of Environment if monitoring air pollution, acid rain, water pollution, seawater pollution and noise pollution as well as computerizing their data. Especially, the MOE had installed telemetering systems between headquaters and air pollution monitering stations. It also computerized their pollution source data files on air, water and waste pollution as well as chemical material listings.
However, the Korean government should use more intense computer equipment and technologies for effective and scientific environmental management operations beyond the basic equipment and technologies. It needs to develop databases which include pollution source data, environmental monitoring data, meteorological data and other related data, such as population, live stocks, land use, waste water treatment facilities, etc.. It should develop and operate modellings to estimate future environmental situations and should develop softwares for alternative policies. It should also make databases for biological diversity and nature conservation. For formation and execution of environmental policies it needs to use geographical information system and computer technologies. In addition, it should actively participate in the international environmental monitoring net works, such as the Global Environmental Monitoring System, to solve the global environmental problems.
