지방정부 사회복지 분권화의 과제와 방향에 관한 연구 = 지역사회 복지주체의 활동쟁점을 중심으로

국문 초록 (Abstract)

본 연구는 지방정부 차원에서 사회복지 분권화를 위해 고민해야 할 과제와 방향을 도출하기 위해 우선 지방정부의 사회복지 분권화의 개념과 내용을 검토하여 이와 관련한 바람직한 방향성을 확인하고자 하였다. 그리고 현시점에서 이것이 작동되고 있는 지역사회복지현장의 쟁점을 검토하여 과제를 도출하였으며, 이에 기초하여 지방정부의 사회복지 분권화를 위한 방향을 몇 가지로 나누어 제시하였다.
지역사회 복지주체간의 활동 쟁점을 사회복지 관련 계획, 각종 위원회, 사회서비스로 나누어 검토해 본 결과, 지자체의 주도적·통합적 역할과 관련한 무기력함, 지자체의 지역사회복지에 대한 이해와 의지 부족, 복지사업 담당인력 기획능력 및 전문성 부족, 공공영역 내 및 민·관간의 협의 조정 능력 부족, 민·관의 기능과 역할 중복·누락, 연계·협력 미비, 민간영역의 적극적인 참여와 주도성 부족 등을 확인할 수 있었다.
이러한 과제를 바탕으로 지방정부의 사회복지 분권화의 방향을 복지권에 대한 지방정부의 실질적인 책임 및 권한 강화, 지방정부의 사회복지 분권역량 제고, 민․관의 역할 명료화와 상보적 협력, 민간영역의 적극적인 지역사회복지사업 참여와 주도로 제언하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to identify desirable direction by examining the concept and contents of social welfare decentralization in local governments to derive the tasks and directions to be elaborated for social welfare decentralization. And, at the present time, this study examined issues in the community social welfare field where this is working, and derived the tasks. And on the basis of this, the directions for social welfare decentralization of local governments are divided into several parts, and presented.
As a result of studying the issues of social welfare activities among the social welfare related plans, various committees and social services, it was found that there were the helplessness associated with the dominant and integrated role of local governments, lack of understanding and willingness of local governments" community social welfare, lack of welfare project personnel inadequate planning ability and expertise, lack of public‐private coordination within the public domain, duplication and omission of public·private functions and roles, lack of succession and cooperation, and lack of active participation and initiative in the private sector, etc.
Based on these tasks, this study proposed that the direction of social welfare decentralization of local governments should be strengthening the practical responsibilities and powers of local governments on social welfare rights, strengthening the social welfare capacity of local governments, clarification of public‐private roles and complementary cooperation, and private sector’s active participation and leadership of community social welfare.
