공연음란범죄의 실태와 특성에 관한 연구: 형사판결문 분석을 중심으로 = An Examination of the Nature and Characteristics of Indecent Exposure Crimes: Focusing on the Analysis of Criminal Judgments

Indecent exposure crimes causing discomfort or sexual shame through obscene acts in public pose significant social concerns. This study examines the nature and characteristics of indecent exposure crimes by analyzing 523 criminal judgments from the past two years (2022-2023). Findings indicate that such crimes predominantly occur during summer, between early afternoon and midnight, in locations such as buildings, streets, and public transportation systems. Additionally, it was found that the offenders and victims were often complete strangers. Through cluster analysis, offenders were categorized into two distinct groups: the "Sexual Deviant Group," characterized by individuals without mental illness or intoxication, who engage in masturbation targeting complete strangers; and the "Simple Exposure Group," comprising offenders with a history of mental illness or intoxication, who expose themselves to acquaintances. Association rule analysis revealed that certain indecent exposure offenders are at elevated risk due to previous serious sexual offenses. The study concludes with a discussion on policy implications for preventing indecent exposure crimes and acknowledges its limitations.
