고위직 경찰공무원 승진의 대표성과 영향요인에 관한 연구 = A Study on the Representation and Influencing Factors of Senior Police Officer Promotions

To explore the factors influencing the promotion of senior police officers, personnel data of those promoted to senior positions of Police Superintendent General and across four government from 2003 to 2022 were analyzed. The study found that statistically significant factors affecting the promotion of senior police officers included the university attended, entry route, the department they belonged to at the time of promotion, and their job responsibilities at the time of promotion. However, birthplace, experience as a police attaché, and experience in the Office of the President or the Ministry of the Interior and Safety did not have statistically significant impacts on promotion across different administrations.
The following policies are necessary for the future development of the senior police promotion system. First, a competency assessment equivalent to that of general senior civil servants should be introduced for the promotion of senior police officers. Second, the independence of the Senior Police Officer Promotion Committee must be guaranteed. Third, a review of the senior police officer system. This study is providing policy recommendations necessary for future senior police officer promotion policies.
