시민참여 유형과 특성의 변화 분석 = A Study on the Change of Citizen Participation Patterns and Characteristics in South Korea

다국어 초록 (Multilingual Abstract)

Using a latent class analysis approach, this study explored the participation profiles of citizen in South Korea and explored whether these profiles varied across the time. The post-materialism and citizenship norms which are internalized to individuals are utilized as main criteria in analyzing the profiles. The reason for choosing Korea as case study is because it experienced the impeachment of the President, which is expected to have a significant influence on the pattern of citizen participation. The study utilized a nationally representative face-to-face survey of 15,700 adults (ages 19 - 69) and identified significant changes patterns of citizen participation between 2015 and 2017. In 2015, there were three styles (Conformity, Implementation, Bystander) of citizen participation, but in 2017, one more style (Deviation) was added. The main reason for the change is the engaged citizenship norms grew, breaking through the political vortex. However, Deviation has especially low level of engaged citizenship norms among their internalized citizenship norms. It can be inferred they were disillusioned with politics and ignored political societies in the process of breaking through the political vortex.

국문 초록 (Abstract)

이 연구는 한국 사회의 시민참여 유형과 그 특성의 변화를 탐색적으로 분석하였다. 한국행정연구원의 2015년과 2017년 사회통합실태조사 데이터를 활용하여 잠재집단분석을 시행한 결과는 다음과 같다. 첫째, 한국인의 시민참여 유형은 대통령 탄핵 정국을 돌파하면서 2015년 세 개 집단에서 2017년 네 개 집단으로 변화하였다. 각 집단은 그 특성을 고려하여 순응형, 도구형, 방관형 및 이탈형으로 명명하였다. 둘째, 한국인의 의무적 시민의식 규범은 미세하게 감소하는 경향을 보인 반면, 참여적 시민의식 규범은 상당히 많이 성장하였다. 셋째, 각 집단에 속한 시민들이 가진 자원의 특성도 상당한 차이를 드러내었다. 넷째, 모든 집단의 탈물질주의 가치관이 낮게 형성되어 있었고 변화도 없는 것으로 나타났다.
