This study aims at analyzing influences of the welfare state regime in Japan in accordance with introducing long-term care insurance, one of the recent important welfare reforms in Japan. Through the comprehensive analysis on historical context and features of the welfare state regime in Japan, this study concludes a liberal welfare regime with conservative elements. However, this mixed welfare state regime is reinforced with liberal elements through the welfare reforms in mid 1990`s. The grounds of argument are as follows: ① The principle of national burden minimization has been carried out in the area of social security, ② The features of neo-liberal welfare reforms such as user charge, privatization are remarkable, ③ Even if de-familization of care service is exteriorly supported, traditional family-oriented principle is substantially maintained, ④ It intensively contains the features of public assistance system such as strict approval processes even though it is a social insurance.
