Various scholarly debates persist regarding Pyongyang Castle during the early Koguryo period. Although some researchers still identify the Anhak Palace site as the royal palace (Gungseong) of the Koguryo period, comprehensive archaeological evidence indicates that such a classification is untenable. Consequently, the Anhak Palace site must be excluded from the reconstruction of the early Pyongyang Castle.
The spatial extent of the capital during this period is defined by the Hapjang River and its tributaries to the west and the Jangsu Stream to the east. The northern and eastern regions of this area are characterized by mountainous terrain with high elevations, whereas the western and southern regions consist of relatively flat land. The capital area is divided into five sub-districts, partitioned by the tributaries of the Hapjang River and other minor streams. It is hypothesized that densely populated residential areas for the common populace were located in the southwestern region, which offered greater convenience for habitation. The southern foothills of Daeseongsanseong Fortress are believed to have served primarily as a burial ground, while the royal residence—recorded as being situated near the administrative seat of Pyongyang Castle—was likely located in the Gosan-dong area, where the elevation is relatively high. The assertion by North Korean scholars that the entire city was planned according to a grid system during the early Pyongyang Castle period is difficult to substantiate.
North Korean academia has asserted that a substantial wooden bridge crossed the Taedong River in the southern sector of the city during the early Pyongyang Castle period. The existence of such a bridge has been generally accepted as historical fact by scholars in both South and North Korea since the site's discovery in 1981; however, the veracity of this claim is suspect. A rigorous examination of historical maps produced during the Japanese colonial period indicates that the remains are more likely those of a ferry terminal and pier known as ‘Mirimjin,’ which was utilized from the Joseon dynasty through the colonial era.
